Although Steam won’t update or detect mods because these are third-party files. You can delete mod directory and get Steam to re-download all mods again. Alternatvely, find the URL for the workshop mod you are trying to force update. The string of numbers at the end is the unique mod ID. Then use Windows Explorer to navigate C:\Program Files (x86)\Steam\steamapps\workshop\content\393380, and delete the folder that shares the same mod ID as the mod you are trying to force update. Now Unsubscribe and resubscribe to force the re-download.
